COMMANDER
100 Card Commander is a specialty format in which every card is effectively restricted; with the exception of basic land cards, a player’s deck may not contain more than one of any individual card.
Players’ decks must contain exactly 100 cards in the main deck, and an optional sideboard must contain up to 15 cards.
Players must choose a legendary creature as the "Commander" for their deck.
A card's color identity is its color plus the color of any mana symbols in the card's rules text.
A card's color identity is established before the game begins, and cannot be changed by game effects.
The Commander's color identity restricts what cards may appear in the deck.
A deck may not generate mana outside its colors.
If an effect would generate mana of an illegal color, it generates colorless mana instead.
A Commander deck must contain exactly 100 cards, including the Commander.
With the exception of basic lands, no two cards in the deck may have the same English name.
Commander is played with vintage legal cards, with some exceptions: cards are legal as of their set's prerelease
The following legends may not be used as a Commander:

Kokusho, the Evening Star
The following cards are banned from the format:
25 cards with the Card Type “Conspiracy.”
9 cards that reference "playing for ante."

Tiny Leaders
Tiny Leaders is a smaller version of Comander with 50 cards instead of 100
All cards must have a converted mana cost of 3 or less.
Each player chooses a legendary creature (or suitable Planeswalker) which is called their Commander or General. Decks may use other legendary creatures as well.
No cards in the deck of any player may have a color identity that is not a subset of the color identity of his or her general. The color identity of a card is composed of every colored mana symbol that appears on that card — whether in the mana cost or the rules text.
Except for basic lands, player may not use more than one copy of any card.
Each deck must contain exactly 50 cards including the General.
Players start with 25 life.
There is no Commander damage win condition.

Additionally, these Legendary creatures cannot be used as Commanders:

Pauper
The definition of Pauper legality is expanding to include any card with a common printing in any paper or digital set. If the card is listed as a common on Gatherer from any set, it is legal in Pauper. This will add cards to the format that were not previously legal on Magic Online.
If a common version of a particular card was ever released on Magic Online, any version of that card is legal in this format.
Example: Counterspell was a common card in Seventh Edition Core Set online. Counterspell was reprinted in Masters Edition II with an uncommon expansion symbol. Both versions of the card can now be used in pauper.
Other than that, the usual rules for constructed decks apply:
Minimum of 60 cards in the main deck
(There is no maximum size for main decks)
Up to 15 cards in your sideboard, if used
No more than 4 of any individual card in the main deck and sideboard combined (with the exception of basic lands)
